Happy New Year!

Thanks for your regular painstaking and thought provoking articles
published on various critical issues of Orissa. I do agree that people
need to be politically conscious and must be vigilant to ensure a
vibrant democracy. It is very unfortunate the once most peaceful
tribal belt of the country are now turned to be the most violent belt.
It may turn as  civil war zone if the current social inequality and
deprivation will persist where the tribal, dalit, women and children
are worst victim. The case of Narayanpatna speak volume about this.
From back of memory, I just want to share my experience of
Narayanpatna during 2000-01. During this period Planning commission of
India had given assignment to Agragamme, Kashipur to carryout a
evaluation of Long term Action Plan (LTAP) in KBK region. In the wake
of kasipur firing on mining issues and opposition of both rulling and
opposition party of orissa, this study was stopped in halfway. I was
part of the study team to carry out research in Narayanpatna. keeping
in view of the dismal socio-economic and political backwardness and
also poor human development index we had selected Borgi Gram Panchayat
of Narayanpatna block. When we meet the BDO to convey our purpose and
sample GP for the study. To my utter shock, the BDO politely told us
to chage this GP for study and the reason was: insecurity due to
naxalite problems, threatning of contractors and ofcourse
communication problem. Howver, we went to the GP as pilot visit and
found that no development work has been carried out in GP and
corruption in develpment schemes was very high. We meet several tribal
people whose land are either mortaged due to poverty or forcefully
captured by upper castes and moneylenders. The situatiion of food
insecurity and child malnutriton was very much visible. In nutshell,
there was complete absence of governance mechanism! I am not wondering
if tribal people are resorting to violence or supporting naxalite.
What they will do otherwise! I know violence is not the way to address
the issues and cancer of misgovernance. But I am amused.... when
goverment tells that they are willing for a dialogue and discussion on
any issue, if people  abjure violence. What a sheer false promise!
There are several peaceful movements, rally and demontration all over
the country by people without any violence  to ensure  their
democratic rights and dignity. Where is dialogue and discussion except
repression, torture and police atrocities. Why government is not
paying any attention and taking concrete step for a simple
dialogue...forget about the solution? Governance mechanism preach
something and  practice other things! The attitude of governement has
been very corrupt. Take a simple example...why should people get delay
and low wages under NREGA when they have given hard labour for
survival. Why should they suffer because of the unaccountability of
govt system and faulty mechaism? There are several issues the
government need to respond and act accordingly.

People resistence is brewing in all tribal pockets just because of
apathy of administration and lack of political will to solve the
critical livelihood issues and dignity. This can be address only
through a meaningful dialogue and proactive action of governance
mechanism. Ofocurse, CSOs can play crusial role to facilitate the
processes at various level. Hope the best for the new year.

Agriculture is the way of life for majority of people in Koraput so land is one of the primary necessities. The land is fundamental asset & it is a primary source of income, security, status & dignity.Land is the mother resources giving rise to various other things of economic values. Land gives prestige & power. Access to land is therefore a critical factor in how wealth, power and status are distributed within society. Koraput has witnessed   many struggles, conflicts, uprisings and it is continuing till today due to land. 

 

Many families in Koraput either lack any access to land or a secure stake in the land they till. As a result, acute poverty, and related problems of hunger, social unrest persists. The landlessness of tribals & scheduled caste people is a major concern for the state.

 

In order to address land related problems, a public hearing was organized by SPREAD at the Tribal Museum, Koraput on 22nd of December, 2010. Rajkishor Lendru of SPREAD presented a total of 48 cases in the public hearing before the district collector Mr.Gadadhar  Parida, Sri J. Shroff. O.A.S. (retd) & Sri Gupteswar Panigrahy( Advocate).Having listened all the cases from the testimonies the collector committed to solve them with all due haste. 400 people from Nadapore, Baipariguda, Lamtaput & Dasmantpore joined in the Public Hearing and asked many question to the District Collector on the issue of Land.

But just after the death of Nilakantho Khora the person has transferred the ownership of the land into his own name illegally and obtained a Record of Right of it.

Four persons of Badapada village(GP-Dandabadi, R.I circle-Ramgiri, Mouza-Kadlipadar, Tahasil-Boipariguda) had obtained land of 12.08 Hectors (K no-42, P no-3, PR no-1637/4) on the basis of lease. But some people of nearby Badapada and Bhingrajjodi villages are forcefully cultivating on the land. When the real patta holders opposed them, the encroachers beat them and they got seriously injured. The 4 victims met with the Tahasildar 4 months ago and the Tahasildar instructed the concerned Revenue Inspector to demarcate the land & settle the case. But no measures have been taken by the Revenue Department to settle the dispute.

But all the land holders have land without patta even though they are paying tax to the government and applied several times to get a patta. The revenue officials have turned a deaf ear to their plea.

Hantal Andharu, Hantal Gangadhar,Hantal Ghasi, Hantal Kanda of Mariput village(Tahasil-Nandpur, Mouza-Kakua) possessed land an extent of 12.06 acres(K no-2, P no-66). After the commencement of Big dam for Hydro Electricity all the Patta holders were displaced from their ancestral land and getting no other way out they went another village to reside. After the installation of the dam Hari Hantal, Kumonandan Hantal, Ram Chandra Pangi,Budu Khora, Sanya Tangul, Dhanurjaya Khora, Damdor Tangul, Guru Khilo  of same village are cultivating the land. The encroachers made an agreement to pay an amount of 1,04400/- (One lakh four thousand four hundred rupees only) to the actual land holders. They have already paid an amount of 80000/-.But  Most of the surprise Dhanpati Muduli, S/O- Niranjan of nearby Kakua village has obtained the Record of Rights(Patta ) of the same land in connivance with the revenue officials.

Mitri Hikoka of village Podapadar (Tahasil-Koraput, R.I circle-Kakriguma) availed a ceiling surplus land an extent of 2.00 Acres In the year-1976/1977. But the land is still under possession of the former owner Meghanath Bissoi. In 1985 Maitri Hikoka complained against the encroacher before Tahasildar. No action has been taken by the Tahasildar yet.

Jono Bhatra a landless of Kelar village (Tahasil-Koraput, R.I circle-Laxmipur) obtained a ceiling surplus land an extent of 2.06 acres in the year 1976-1977. After a few years his mud house damaged due to heavy rain. He was not included in any rural housing scheme; he was forced by circumstances to sell the land for 8000 to build a new house. Now he is landless.

Similarly 22 persons of Podagad village (Panchayat-Podagad, Block-Dasmantpur)were provided with Govt. Anawadi land, but  only 2 of them have obtained Patta. The lands provided to them are not suitable for cultivation.
